Minister Delegate for Europe, attached to the Minister for Europe and Foreign Affairs

Mr Jean-Noël Barrot

Jean-Noël Barrot has been the French Minister Delegate for Europe in the French Government since February 2024. He was Minister Delegate for Digital Affairs from 2022 to 2024. Before joining the Government, Mr Barrot represented the 2nd constituency of the Yvelines department in the National Assembly, where he also served as Vice-Chairman of the Finance Committee. He is an economist.

From 2013 to 2017, he taught at the Massachusetts Institute of Technology (MIT), before being appointed professor at HEC Paris. His research focuses on finance, production networks and the evaluation of business support public policies. He graduated from HEC Paris and holds Master’s degrees from the Paris School of Economics, HEC and Sciences Po, in addition to a PhD from HEC Paris

Jean-Noël Barrot is a member of the Mouvement démocrate (MoDem) party. He was its national spokesperson in 2018, then Secretary General from 2018 to 2022, before becoming its Vice-President in July 2022.

Born on 13 May 1983 in Paris, Mr Barrot was chosen to participate in the French-American Foundation’s Young Leaders Program (Class of 2020). His work has been published in leading international journals, including The Quarterly Journal of Economics, The Journal of Financial Economics, and Management Science.
